Mayor Martin Raul S. Sison II holds some distinctions never before possessed by nor seen from a leader in the long history of the Municipality. These are as follows: –he is the youngest elected Municipal Councilor of Urbiztondo in 2010 local elections at the age of 21 and emerging as No. 1 Councilor at that (also one of the youngest elected Municipal Councilors in the Province of Pangasinan); –he is the youngest to serve as Municipal Vice Mayor of Urbiztondo after his single term as a Municipal Councilor during the local elections of 2013 at the age of 24, and –by operation of existing laws of our Republic on succession, he assumed the position of a Municipal Mayor (also the youngest in the history of the Municipality at age 25) after the untimely death of the former Mayor on June 7, 2014.
Young as he is, he has manifested strong leadership skills as in his first two elective positions, he served as Vice Chair of the National Movement of Young Legislators, Vice President of Vice Mayors’ League of the Philippines of both Pangasinan Chapter and Secretary General of Vice Mayor’s League of the Philippines Region I Chapter. Mayor Sison comes from a well-known political bloodline as his grandfather, Don Pedro “Pedring” Sison had served as the Municipal Mayor in 1986 to 1988 during the incumbency of President Cory Aquino. His father, Don Raul P. Sison I, was a former Municipal Councilor and has been serving his second term now as a Provincial Board Member of 2 nd District of Pangasinan. The young Local Chief Executive finished his elementary grades at Saint Paul College in Makati in 2002, his secondary school at Aquinas School of San Juan, Manila in 2006 and his BS International Business & Entrepreneur Management Degree at the San Beda College in Mendiola, Manila in 2010. He is the 2 nd among three children of Honorable Board Member Raul P.

Sison II, it is pleased to inform our Kababayans of the following legislative updates. Calugay was a member of sangguniang barangay of Brgy. Dalanguiring before his appointment in the Municipal Council. He was nominated by his political party and was subsequently appointed by Hon.
Espino, Jr., Governor, Province of Pangasinan effective December 2, 2014 to fill up the vacancy due to succession. The Municipal Government will implement a new rate of local taxes through Municipal Ordinance No. 2 – 2014, “ An Ordinance Enacting the Revised Municipal Revenue Code of Urbiztondo, Pangasinan for 2014”, also known as the Revenue Code of the Municipality of Urbiztondo, Province of Pangasinan. The said ordinance was introduced by Coun.
Balolong and was approved and adopted by the Sangguniang Bayan on their 7th Special Session held December 12, 2014. It was forwarded to the Sangguniang Panlalawigan on December 18, 2014 for review. The old revenue code was enacted 10 years ago and it’s about time to adjust the old rates so as to suit to the present economic agenda of the municipality. The new code was a concerted effort of all the municipal officials to crop up with the new tax rates in consideration of the financial capacity of the marginal sectors. Two important resolutions were passed by the Sangguniang Bayan during the 2 nd Regular Session held last January 19, 2015. They are as follows.
“ A Resolution Authorizing the Honorable Mayor to Enter Into a Memorandum of Agreement with the Early Childhood Care and Development Council (ECCD)”. RA 8980 defines ECCD as full range of health, nutrition, early education and social service programs that provide the holistic needs of children 0-6 years old.
Its goal is to promote the rights of children and ensure development of their full potentials. Martin Raul S. Sison, II, Municipal Mayor of Urbiztondo, Pangasinan will try to request the ECCD Council that Urbiztondo be one of the beneficiaries of the ECCD program. If the said request would be granted, Urbiztondo will be a recipient of a project to be funded by the ECCD Council.
The project is the construction and establishment of National Child Development Center (NCDC). “ A Resolution Institutionalizing the Public Employment Service Office (PESO) in the Municipality of Urbiztondo, Pangasinan”. Republic Act No. 8759 of 1999 was enacted to institutionalize and expand employment opportunities and services through the establishment, operation and maintenance of a Public Employment Service Office (PESO) in all provinces, key cities, municipalities and other strategic areas throughout the country.

The Local Government Unit (LGU) of Urbiztondo has been maintaining its Economic Development Fund (EDF) that includes appropriation for training, livelihood and employment programs supposedly under the supervision of the Public Employment Service Office (PESO). However, there was no designated PESO Manager in the municipality.
